CONSTITUTION
OF THE
OKLAHOMA
ASSOCIATION OF COLLEGES FOR TEACHER EDUCATION
Article I – Name
The name of this organization shall be "The Oklahoma Association of
Colleges for Teacher Education."
Article II –
Purposes and Objectives
The purposes of the Association are:
1.
To provide, through a professional organization, the foundations for
coordination and cooperation, and the continuing search for and promotion of
ideas and practices which are most effective in the education of teachers and
other education professionals.
2.
To represent the education of teachers and other education professionals
before all segments of the public as professions of high calling carrying
special responsibilities for the development of competent citizens in the State
of Oklahoma.
Consistent with these purposes, the major objectives of this organization
are similar to the objectives of the AACTE as they apply in and for the State of
Oklahoma
.
1.
To provide for the assimilation and dissemination of information
regarding teacher education to the public and private sectors of the educational
community.
2.
To exchange reports, experiences, and ideas with educators of teachers
and other education professionals in other states and countries as a means of
improving teacher education and of strengthening national and international
understanding and cooperation.
3.
To cooperate with other professional organizations and agencies in
activities designed to establish desirable directions, goals, and standards for
teacher education.
4.
To stimulate and facilitate research, experimentation, and evaluation in
teacher education and in related problems of learning and teaching; to serve as
a clearing house of information and report on these matters; and to publicize
the findings of studies that have significance for the improvement of teacher
education.
5.
To assist, coordinate and cooperate with relevant state agencies, the
public and the
Oklahoma
legislature regarding teacher education program needs and state of the art.
6.
To recommend to the aforementioned bodies necessary changes and
improvements in programs governing policies, accreditation and approval
processes and/or administrative procedures.
Article III –
Membership
The membership shall be composed of those colleges and universities in the
State of
Oklahoma
having state approved programs in teacher education and offering at least the
baccalaureate degree. Functions of
membership shall be exercised by institutional representatives appointed in
accordance with provisions in the Bylaws for each of the following categories of
membership:
A.
Regular Membership. All
regionally accredited colleges and universities which are state accredited to
offer teacher preparation programs and are AACTE member institutions are
eligible for membership.
B.
Associate Membership. All
other regionally accredited colleges and universities which are state accredited
to offer teacher preparation programs and are non-AACTE member institutions are
eligible for membership.
C.
Affiliate Membership. Four-year
institutions that are not eligible for regular or associate membership but which
are seeking state accreditation in teacher education from
the Oklahoma Commission for Teacher Preparation will be eligible for affiliate
membership.
Article IV –
Officers
The officers of the Association shall be a President, President-elect, and
a Vice President elected in accordance with the Bylaws.
Article V – Board
of Directors
The Board of Directors shall be elected by institutional representatives
in accordance with the requirements set forth in the Bylaws.
Article VI –
Meeting
The Association shall hold an Annual Meeting and such other meetings as
may be determined by the Board of Directors.
Article VII –
Rules of Order
The rules of parliamentary procedure contained in Robert's
Rules of Order (latest revision) shall govern the deliberations of the
Association.
Article VIII –
Affiliation
The OACTE shall be affiliated with the AACTE in accordance with policies
approved by the AACTE Board of Directors.
Continuance of affiliation shall be contingent upon:
1.
Maintenance of a membership of at least two-thirds of the AACTE member
institutions in the state.
2.
Assurance that voting rights of regular member institutions comprise a
minimum of 51 percent of the total voting rights of the Association.
3.
Submission to the National Board of Directors of an annual state activity
report to include a review of program and fiscal activities and a certification
of membership within the state unit.
Article IX –
Amendments
Proposed amendments to this Constitution shall be submitted in writing to
the state Board of Directors by institutional representatives; such proposed
Amendments must be mailed to all member institutions at least two weeks before
the meeting at which they are to be voted upon; if approved by a majority of
representatives at the meeting, they shall then be sent to all authorized
institutional representatives by mail or E-mail ballot, with a two-thirds
majority of the ballots cast required for ratification.
Proposed amendments must also be approved by the AACTE Board of
Directors.
Article X –
Bylaws
Bylaws may be adopted or amended by the Board of Directors subject to a
majority vote of institutional representatives for the regular membership at a
regular or special meeting and approval of the national Board of Directors.
BY LAWS
OKLAHOMA
ASSOCIATION OF COLLEGES FOR TEACHER EDUCATION
Article
I – Membership
A.
Regular Members
Section 1 – Eligibility
All regionally accredited colleges and universities in Oklahoma which are
members of AACTE engaged in the preparation of professional school personnel,
including paraprofessionals who have contact with children in the
teaching-learning process, and which have state program approval are eligible
for membership. Member institutions
are responsible for the selection of institutional representatives as set forth
in Section 2.
Section 2 – Number of Representatives
Each institution with regular membership status shall have an official and
an alternate representative with one vote per institution. If the official
member is not present, the alternate will be allowed to vote.
Section 3 – Membership Year
The membership year shall be from July 1 to June 30.
Section 4 – Dues
The dues for regular membership shall be $125 per year.
B.
Associate Members
Section 1 – Eligibility
All regionally
accredited colleges and universities in
Oklahoma
approved for teacher education which are non-AACTE member institutions will be
eligible for associate membership. Member
institutions are responsible for the selection of institutional representatives
as set forth in Section 2.
Section 2 – Number of Representatives
Each
institution with associate membership status shall have an official and an
alternate representative with one vote per institution.
If the official member is not present, the alternate will be allowed to
vote.
Section 3 – Membership Year
The membership year
shall be from July 1 to June 30.
Section 4 – Dues
The dues for
associate membership shall be $200 per year.
C.
Affiliate Members
Section 1 – Eligibility
Institutions not
eligible for regular or associate membership will be eligible for affiliate
membership if they meet the specifications listed in Article III of the
Constitution.
Section 2 – Number of Representatives
Each affiliate
member may have one non-voting institutional representative.
Section 3 – Membership Year
The membership year
shall be from July 1 to June 30.
Section 4 – Dues
The dues for
affiliate membership shall be $200 per year.
D.
Application for Membership
Charter membership shall be determined by the
1987-88 list of OACTE member institutions. Thereafter,
membership application should be made to the State Board of Directors at least
two months before the Annual Meeting. A
majority vote of regular member institutional representatives present at the
Annual Meeting is required for acceptance.
Article II – Voting Rights
of Members
A.
Regular Members. Regular members will have
full voting privileges on all matters.
B.
Associate Members. Associate members will have
voting privileges on all except national Associational matters.
C.
Affiliate Members. Affiliate members will have
no voting privileges.
Article III – Offices and
Terms
Section
1 – Elective Officers
There shall be three elected officers:
President, President-elect, and Vice President.
Additionally, the immediate Past President shall serve on the Board of Directors.
These officers shall be elected annually from authorized representatives
of regular or associate member institutions.
In addition, the President shall be an official institutional
representative (liaison) to the national AACTE.
Section
2 – Term of Office
Terms for the President, President-elect, Vice
President, and Immediate Past President shall be for one year each and will be
concurrent with tenure on the Executive Committee. The
Vice President shall serve one year as Vice President of the Association and
shall automatically become the President-elect on July 1, of the following year.
Following a year as President-elect he or she then shall serve one year as
President. Finally, following a year
as President, he or she then shall hold the position of Immediate Past President
for one year.
Section 3 – Qualifications
and Duties of Officers
a.
The President shall preside at Board Meetings, the Annual Meeting and at
special meetings, and shall serve as the state
liaison representative to AACTE, including representation at the ACSR Summer
Leadership Institute. In the event
that the President’s
institution is not a member of AACTE, another representative will
be appointed by the membership. The
President will be responsible for the development of policy and shall submit an
operational budget.
b.
The President-elect shall serve as Program Chairperson to plan for the Annual
Meeting. The President-elect will
succeed to the Presidency if for any
reason the President cannot fulfill the duties of that office.
The President-elect
will serve as a member of the Board of Directors.
The President-elect
shall be the chief administrative officer for teacher education (dean or director) at an OACTE regular or
associate member institution at the time of election to the office and must hold
that office throughout the tenure as President-elect and President.
The President-elect shall serve as a
representative at the ACSR Summer Leadership Institute.
In the event that the President-elect’s
institution is not a member of AACTE, another representative
will be appointed by the membership.
c.
The
Vice President shall serve as Program Chairperson to plan the Annual Meeting for the year the Vice President will serve as
President-elect. The Vice President
will succeed to the office of President-elect if for any reason the
President-elect cannot fulfill the duties of that office during the term of
office. The Vice President will
succeed to the office of President-elect at the conclusion of the one-year term
as Vice President. The Vice
President will serve as a member of the Board of Directors.
The Vice President shall be the chief administrative officer for teacher
education (dean or director) at an OACTE regular or associate member institution
at the time of election to the office and must hold that office throughout the
tenure as Vice President and President.
d. The Immediate Past
President shall serve as a member of the Board of Directors.
The Immediate Past President is responsible for serving as chair of the
Nominating and Elections Committee.
Article IV – Board of
Directors
Section
1 – Composition
The Board of Directors shall consist of eight voting members including the
President, President-elect, Vice President, Immediate
Past President, representative to AACTE Advisory Council of State
Representatives, and three institutional representatives from regular or
associate member institutions. One representative
shall be selected from among the independent OACTE member institutions and one from among the state supported
member institutions and one elected at-large from member institutions.
Section 2 – Term of Office
The terms of office of the Board of Directors shall
be three years. The term of office
for three institutional representatives shall be staggered so that one term
expires each year (the initial term of office for the institutional
representative shall be determined by drawing lots).
Representatives shall be eligible to serve two consecutive terms.
Section 3 – Power and Duties
The Board of Directors shall develop and implement policy and must approve
the budget and plans for the Annual Meeting.
The Board shall be responsible for verification of eligibility for
membership and shall maintain a list of all members and current institutional
representatives.
The Board may appoint an Executive Secretary and such other staff as may
be necessary to carry out the business of the Association.
The
Board shall appoint annually an Audit Committee of members who will be
responsible for auditing all accounts for the year.
The Board shall also annually appoint a Nominating and Elections Committee
of members whose responsibility is to prepare a slate of candidates for all
vacant elective offices.
Other
committees and representatives may be appointed as necessary to address the
needs of the state and national organizations.
The Board shall appoint candidates to fill any
vacancy on the Board which may occur after elected candidates assume office.
Section 4 – Executive Committee of the Board
An Executive Committee of the Board of Directors may be established by the
Board to carry on the business of the Association between meetings.
Article V –
Representatives to AACTE Advisory Council of State Representatives
The President and President-elect shall serve as
representatives to the Advisory Council of State Representatives (ACSR) Summer
Leadership Institute. In the event
that one or both representatives cannot attend, a representative or
representatives will be appointed by the membership.
Reimbursement of expenses shall be made to both positions to include
registration fee, travel, lodging, and meals.
Article
VI – Elections
All elections of
officers of the Association and members of the Board of Directors shall be conducted by mail or E-mail ballot prior to
May 1, each year. Elected officials shall assume office in July, each year.
Article
VII – Meetings
The association shall hold one annual meeting and such other
meetings on such
days and at such places as may be determined by the Board of Directors.
Article VIII –
Quorum
A majority of the voting
members of the Association shall constitute a quorum for the transition of
business. The action of a majority
of those present at a meeting at which a quorum is present shall be the action
of the Association.
